Grover Hill Wind, LLC on May 3 filed with the Ohio Power Siting Board an application for a certificate of environmental compatibility and public need to build the Grover Hill Project, which is an up to 150-MW alternating current (AC) wind-powered electric generating facility, in Paulding County, Ohio.
As noted in the filing, the facility, to be built in rural areas of Latty Township, would consist of wind turbine generators, electric collection cables, a new facility collection substation, permanent meteorological towers, a permanent operations and maintenance (O&M) facility, a temporary laydown yard for construction staging, and private access roads.
Grover Hill said that it intends to permit up to 23 individual wind turbine locations, and that the facility would generate a nameplate capacity of up to 150 MW that would be delivered to the new facility collection substation. The company also said that the power would be delivered from the facility collection substation to a point of interconnection (POI) at the existing American Electric Power (AEP) 138-kV substation immediately west of the The Village of Haviland in Paulding County.
Grover Hill noted that acquisition of land rights for the project is largely complete, and that construction of the facility is expected to begin as early as 1Q22, with commercial operation planned for 4Q22.
Of the approximately 9,600-acre project area, a total of 155 parcels consisting of 6,500 acres are owned, currently under lease, or will be under lease by Grover Hill prior to the construction and operation of the project. About 142.8 acres of land would be disturbed during construction, the company said, noting that much of that disturbance would be temporary, and subject to restoration activities at the end of facility construction. Following restoration, Grover Hill said, the permanent operating footprint of the facility would be about 18.8 acres of built facilities, or about 0.3% of the total leased lands within the project area.
Facility construction is not scheduled to begin until 2022, and due to such market factors as availability and cost, the specific turbine model for the facility has not yet been selected. However, the company added, several turbine models have been determined to be suitable for the site. Potential turbine models listed in the application include the:
- 3.0-MW GE 3.03-140
- 4.5-MW Vestas V150-4.5
- 5.0-MW Siemens Gamesa SG 5.0-145
Among other things, the filing noted that Grover Hill is a wholly owned subsidiary of Renewstar, L.L.C., which is an affiliate of Starwood Energy Group Global, Inc.
