Ofgem Investigates Scottish Power Smart Meter Obligations

Investigation into whether company breached rules around obligations to install smart meters for domestic consumers in 2019.

Ofgem, Britain's independent energy regulator, has launched an investigation into whether Scottish Power breached rules around obligations to install smart meters for domestic consumers in 2019.

Under the government's smart metering implementation program, suppliers are required by their licenses to take all reasonable steps to rollout smart meters to all homes and small businesses by June 30, 2021. Gas and electricity supply licenses set out the standard license conditions (SLCs) that all energy suppliers must adhere to in order to supply energy to domestic and non-domestic consumers. 

To work toward this, suppliers set their annual targets for smart meter installations. Ofgem monitors performance against these targets on an annual basis.

The opening of this investigation, however, does not imply that Ofgem has made any findings about non-compliance by Scottish Power.
