Dominican Republic’s National Transmission Co. Selects New SCADA/EMS Project

ETED is a state-owned company, fully responsible for the Dominican transmission system that consists of more than 4,700km of 345kV, 230kV, 138kV and 69kV transmission lines and over 140 transmission substations.

Open Systems International, Inc. (OSI) has been selected by the Dominican Republic’s national transmission company, Empresa de Transmisión Eléctrica Dominicana (ETED) to supply a comprehensive new SCADA/EMS system based on OSI’s monarch™ (Multi-platform Open Network ARCHitecture) technology.

ETED is a state-owned company, fully responsible for the Dominican transmission system that consists of more than 4,700km of 345kV, 230kV, 138kV and 69kV transmission lines and over 140 transmission substations.

ETED’s new monarch SCADA/EMS system includes the advanced functionality presented by OSI’s next-generation, .NET based Graphical User Interface (GUI); Remote Console GUI; Dynamic Tabular Display Subsystem; Data Engineering and Maintenance Subsystem; Advanced Alarm Management System; Real-time and Historical Trending; Communications Front-end Processor; Historical Information System and Data Archiving; Secure Inter-control Center Communications Protocol; Calculation & Scripting Subsystem; Disturbance Data Collection; Load Shed and Restoration; Automatic Generation Control and Dispatch; Energy Accounting; Real Time and Study Network Security Analysis (Topology Processor, State Estimator, Penalty Factor, Power Flow, Contingency Analysis, Short Circuit Analysis); Operator Training Simulator; Common Information Model Interface; and Transaction Management System software products, with standard interfaces to ODBC and SNMP.

“As part of the strategic vision of ETED and in order to meet the objectives of continuous improvement and performance set by our stakeholders, in terms of efficiency, quick response and quality of transmission service, we embarked on an international bidding process for the selection and implementation of a new SCADA/EMS system, awarding a contract to OSI after a rigorous tender process. The new technology that will be provided by OSI will allow us to improve the availability and security of the electricity transmission network and the operational performance of the national electricity system as a whole,” said Julián Santana Araujo, General Manager of ETED.

ETED is a decentralized, state electricity company whose objective is to operate the Dominican Republic National Interconnect System to provide transportation services for high voltage electricity to all of the national territory. ETED is responsible for the operation, maintenance and administration of all high voltage networks, substations, equipment, machinery, power transmission systems in Dominican Republic.
