Data centers alone account for an estimated 1.5% of global electricity, a figure projected to reach 3% by 2030. Yet, the same AI technologies fueling this growth can also help address the challenge. By enabling advanced grid management, AI can deliver measurable operational efficiency improvements, such as reducing outage duration and increasing usable capacity, depending on baseline performance. Beyond efficiency, AI can accelerate the integration of distributed energy resources (DERs) and help defer infrastructure upgrades when deployed as part of a comprehensive strategy.
This surge in demand is spurring robust investment in grid modernization, new generation capacity and transmission infrastructure that will shape the electricity landscape for decades. But the real challenge isn’t just load growth; it's also affordability and prudent capital allocation. While utilities are being pressed to build new infrastructure to keep pace with AI's voracious appetite, AI companies are responsible for funding new connections and infrastructure through line extension policies and commercial rates. The central question remains: how can utilities facilitate this transition while limiting the impact on consumers?
The answer lies in a fundamental shift from a build-first mindset to an optimize-first strategy. Rather than defaulting to large capital projects, utilities should leverage AI and grid edge intelligence (GEI) to unlock latent capacity, improve operational efficiency and prioritize capital investments with precision. This data-driven model enables orchestration of all available resources — including behind-the-meter (BTM) assets such as solar panels, home batteries, inverters and microgrids—to keep costs in check while managing rising demand. These distributed resources play a significant role in enhancing grid flexibility and serve as a critical component of the broader solution required to absorb the unprecedented load associated with AI data centers.
The Scale of Infrastructure Investment Required
Data centers accounted for approximately 415 terawatt-hours (TWh) globally in 2024, equivalent to about 1.5% of global electricity consumption, with AI accounting for 24% of server electricity consumption and 15% of data center total energy consumption. The International Energy Agency projects that this consumption will almost double to approximately 945 TWh by 2030, equivalent to just under 3% of all global electricity consumption. This level of load growth for a single use case is unprecedented.
In the United States, the infrastructure strain is especially acute. Data center power consumption accounted for 176 TWh—4.4% of total power consumption nationally—with projections that by 2030 it could be up to 13% of total power consumption. The sector has already passed 10% of power consumption in at least five states in the US, and in Ireland, data centers account for over 20%. For illustration, a single huge run of AI training can now consume as much power as a small town.
Recent megaproject announcements illustrate the magnitude of new capacity requirements. The Stargate initiative aims to spend $500 billion to build as many as 10 data centers, each requiring five gigawatts—more than the total power demand from the state of New Hampshire. Current dual-socket servers draw 600-750 watts, from 365 watts on their predecessors, and complexity in AI models grew from 100-200 billion parameters during 2021-2022 to nearly two trillion parameters by mid-2024.
This concentrated, high-intensity demand pattern differs fundamentally from traditional loads. Unlike residential or industrial consumption, which follows predictable patterns, AI workloads spike sharply and sustain peak levels for extended periods, creating stress points that existing grid infrastructure and traditional planning models struggle to accommodate. Without strategic intervention, meeting this demand through conventional build-out approaches would require massive capital expenditures that threaten grid affordability.
The Affordability Imperative: Maximizing Existing Infrastructure
The path to maintaining affordable electricity while supporting AI's growth requires a foundational shift. Instead of depending solely on capital-intensive infrastructure growth, utilities can begin by taking advantage of the existing infrastructure capacity and efficiency through intelligent orchestration and optimization. This is where AI and GEI are not only helpful tools but are essential technologies to support affordability. Rather than viewing AI as simply a drain on energy, forward-looking utilities are finding that it is their most sophisticated tool yet for managing modern electrical grids.
The same technology that creates historic demand also offers historic solutions. With the application of advanced monitoring, forecasting and control, utilities can extract more capacity from existing assets before triggering upgrade cycles. Further, AI can provide utilities with insightful information about asset performance and lifecycle trends, enabling a shift from "run-to-fail" maintenance to "proactive" maintenance concepts. This extends asset usable life and improves reliability metrics by reducing unplanned outages and allowing for planned maintenance and repair. It also helps utilities identify key areas in their distribution systems that are trouble spots or are at risk of becoming troublesome.
Data-Driven Investment Prioritization
The key to affordable infrastructure expansion is knowing exactly where and when to invest. Advanced metering infrastructure 2.0 (AMI) and AI-powered analytics empower utilities to make investment decisions based on high-resolution, real-time data rather than conservative planning assumptions that can lead to overbuilding.
This data-driven approach allows utilities to:
- Identify actual bottlenecks and constraints in the distribution system rather than relying on theoretical load ceilings.
- Better utilize existing infrastructure, allowing them to defer or delay capital upgrade projects.

In a comprehensive survey by Itron of more than 600 utility executives from six countries citing the most influential use cases, nearly half (49%) prioritized AI for safety improvements, followed by predictive maintenance (42%), energy savings (40%) and demand forecasting (37%) among the most significant applications. These capabilities directly translate to infrastructure cost avoidance and more efficient capital allocation.
A Department of Energy report identifies several areas where AI may optimize energy systems, including improving demand forecasting using historical data patterns, optimizing HVAC operation for maximum energy efficiency and enabling virtual power plant adoption through better customer segmentation, all contributing to more effective use of existing resources.
Leveraging All Available Resources
Maintaining affordability requires the industry to leverage all available assets to their maximum extent. That involves expanding beyond solely relying on traditional utility-owned generation and transmission to manage an integrated portfolio of distributed resources.
Behind the meter (BTM) assets remain a largely untapped opportunity to enhance grid resilience and defer costly infrastructure investments. Collectively, sources such as residential solar arrays, battery storage devices, electric vehicle charging networks and smart thermostats represent gigawatts of flexible capacity that can help the grid manage peak demand. These resources play a critical role in supporting grid flexibility, but they are only one part of the strategy needed to meet the scale of emerging energy loads. Penetration of DERs and BTM assets varies widely by region, and integrating these resources at scale introduces significant technical and regulatory complexities that would be remiss not to acknowledge.
The challenge to date has been coordinating these dispersed resources effectively. Traditional utility systems lack the communication infrastructure and computational capability to manage millions of distributed assets in real time. This is precisely where GEI excels. This grid edge revolution, in which distributed energy resources provide bidirectional power flow, creates a powerful opportunity for AI to transform grid operations.
However, integrating two-way power flows, inverter-based resources and protection schemes is no small undertaking. Meeting the substantial energy demands of AI-driven data centers will require a multi-pronged strategy that integrates new infrastructure, grid modernization and distributed resources. With GEI, utilities can leverage advanced AI techniques to bring these elements together, enabling dynamic grid management that supports system stability.
Digital Twins and Real-Time Grid Management
The development of digital twins, virtual representations of physical electrical grids updated with real-time data, enables utilities to simulate countless scenarios, continuously monitor power flows and optimize operations. These sophisticated virtual replicas allow utilities to test strategies for accommodating new loads, identify potential constraints before they cause problems and coordinate distributed resources for maximum efficiency. This level of comprehensive visibility empowers utilities to defer or right-size infrastructure investments by basing decisions on actual operating conditions rather than planning for worst-case scenarios.
A US Department of Energy report highlights how AI significantly contributes to all key aspects of grid management through enhanced situational awareness, improved prediction accuracy and simulation of disruption scenarios. The integration of AI into smart grids enables real-time data analysis, predictive maintenance, demand response optimization and automated fault detection, contributing to improved operational efficiency that translates directly to cost avoidance.
Edge Computing: Processing Power Where It's Needed
Edge computing offers significant energy and cost advantages over centralized computing and analysis by reducing data transport requirements, lowering latency and enabling dynamic resource management. Rather than pushing every bit of data to central locations for processing, edge computing maintains processing close to where data is generated, avoiding network bottlenecks and making split-second decisions possible.
Real-world implementations demonstrate the cost benefits. One edge AI-driven manufacturing company reduced memory consumption from 14.1 GB to 3.8 GB per edge AI model instance with near-equivalent accuracy, decreasing hardware requirements from 50 cards to four—a 92 percent reduction in graphics processing unit (GPU) cost and 65-to-80 percent less energy.
Behind-the-Meter Coordination
Effectively orchestrating BTM resources is a valuable strategy for helping utilities manage increasing energy loads affordably. But coordinating them at the scale required for large data centers, ranging from 1 MW to over 1 GW, requires substantial planning and precision. These resources deliver the greatest value when used alongside complementary approaches such as infrastructure upgrades and grid modernization.
Virtual power plants (VPPs) aggregate distributed assets, delivering flexible capacity that can complement traditional generation and enable real-time grid responsiveness. AI-powered customer segmentation and forecasting allow utilities to identify which customers are best positioned to participate in demand response programs, predict their likely response to signals and optimize the overall coordination of these distributed resources. This capability transforms BTM assets from unpredictable variables into reliable grid resources that can help defer the need for expensive infrastructure investments.
Hardware Efficiency: Reducing Future Infrastructure Pressure
Although optimization of existing infrastructure helps meet short-term affordability, progressive improvements in efficiency for AI hardware help moderate long-term infrastructure needs. Recent developments show encouraging trends.
Current GPUs offer thirty times the computational performance with a twenty-five times decrease in power consumption over those created just two years earlier, combined to increased efficiency by a factor of 45,000 across multiple years. Their parallel processing capability places them twenty times more power-efficient than central processing units (CPU), and if data centers converted “en masse” from CPU-based to GPU-based infrastructure, the world would save an estimated 40 terawatt-hours of power, the equivalent annual energy use of five million US homes.
These efficiency improvements do not make the demand for new infrastructure obsolete, but they moderate levels of growth and provide utilities time to strategically invest rather than make emergency buildouts. Combined with smart grid orchestration, hardware gains in efficiency extend the life of existing infrastructure and reduce the combined investment required to support AI growth.
Strategic Investment and Implementation Trends
Global investment patterns reflect recognition of both the infrastructure challenge and the opportunities for intelligent solutions. Apple indicated it would spend $500 billion on US manufacturing and data centers in the next four years, and Google will spend up to $75 billion on AI infrastructure alone in 2025. Capital expenditures in data centers were at around $200 billion in 2024 and on target to be over $220 billion in 2025, and most of that will be in AI-tuned facilities that will be more energy-efficient.
These massive investments create both pressure and opportunity for utilities. Pressure is due to localized demand in specific localities that require mass-scale upgrading of infrastructures. Opportunity comes from working with data center developers to strategically situate facilities, match their load profile with the capacity of the grid and make them active participants in grid management rather than passive users.
Companies like GE Renewable Energy demonstrate this integrated approach, using digital twins to monitor wind turbines, predict maintenance needs and optimize turbine efficiency. Creating digital twins in conjunction with AI holds potential for radical increases in energy efficiency by planning energy usage based on grid fluctuations without compromising performance.
Regional Variations and Planning Implications
The distribution of AI data center growth is highly concentrated geographically. The US and China account for nearly 80% of data center electricity consumption growth to 2030, with consumption increasing by approximately 240 TWh in the US and 175 TWh in China above 2024 levels.
Median US data center usage per capita was approximately 540 kWh in 2024 and is expected to exceed over 1,200 kWh per capita by 2030—equal to 10% of the average American household's annual electricity use. This clustering places acute burdens on some regional grids while offering opportunities for strategic investment and optimization initiatives.
Utilities serving high-growth areas must reconcile aggressive infrastructure development with optimal use of assets. Smart orchestration strategies presented here become not only cost-reduction initiatives but critical instruments for coping with dense demand growth that would otherwise be unmanageable using conventional planning and investment strategies.
Environmental Considerations and Sustainable Growth
Maintaining affordability while supporting AI growth must also consider environmental sustainability. Fossil fuel in the forms of coal and natural gas comprised nearly 60% of electricity supply in the US in 2024, while nuclear comprised approximately 20%, leaving renewables to account for most of the remaining 20%.
This generation mix means the carbon intensity of AI operations varies significantly by location and timing. AI operations in California might average roughly 650 grams of carbon dioxide emissions per kWh, while the same operations in West Virginia could exceed 1,150 grams per kWh.
According to the Global e-Sustainability Initiative (GeSI), data centers currently consume over 3% of global electricity and emit 2% of global CO2 emissions. Efficiency improvements and intelligent grid orchestration that maximize renewable energy utilization become critical for environmental sustainability and affordability.
The transition is already underway. While data served up by data centers grew over five times between 2010 and 2018, data center power consumption globally rose only 6% during the same period, demonstrating that smart operational strategies can maintain sustainability even amid exponential demand growth.
The Path Forward: Strategic Priorities for Utilities
Utilities are at a crossroads. The decisions being made today about how to handle AI data center growth will frame electricity affordability and grid resilience for many years. Success, as such, depends on a multifaceted approach:
- Maximize the use of existing infrastructure by deploying AI and GEI to optimize, monitor and forecast capacity, ensuring that all available capacity is efficiently utilized before considering new construction investments.
- Invest with data-driven accuracy. Use advanced analytics to determine real constraints and bottlenecks, sizing and timing infrastructure investments to true needs instead of traditional assumptions.
- Coordinate all available assets. Combine BTM assets, distributed generation, storage and demand response into a single coordinated portfolio that offers flexible capacity at much lower cost than traditional generation infrastructure.
- Strategically partner with data center developers. Coordinate together to site facilities in the right locations, synchronize load profiles with grid capabilities and incorporate data centers as active grid participants instead of passive loads.
- Implement edge computing with distributed intelligence. Leverage AMI 2.0 assets already required for meter to cash, place processing and decision authority at the edge of the grid where it can respond to local conditions in real time
Looking Ahead: Supporting AI Growth Affordably
The utilities that will succeed will be ones who recognize AI not just as a demand challenge to be met by traditional build-out strategies, but also as an opportunity. The same technologies that demand massive amounts of electricity also provide unprecedented opportunities for grid optimization, resource coordination and more efficient investment. By leveraging AI and GEI to orchestrate all available resources—utility-owned infrastructure, distributed generation, BTM assets and demand flexibility—the industry can help support AI's growth and maintain affordability. However, these approaches should be viewed as part of a multifaceted approach that also includes targeted infrastructure investments and ongoing innovation and collaboration across the industry.
