Alameda Municipal Power's Approach to Regulatory Compliance in Clean Energy

Maintaining regulatory compliance while efficiently delivering clean energy can be challenging. It requires detailed attention to evolving requirements, maintaining a transparent audit trail, and timely reporting. Alameda Municipal Power (AMP), a pioneering municipal utility serving 70,000 customers in California's Bay Area, has found a solution through its partnership with Radian Generation, creating a dedicated compliance department without additional staff overhead.

Leading the Clean Energy Transition

AMP has established itself as a frontrunner in clean energy adoption, achieving 100% clean power generation since 2020—decades ahead of California's 2045 target. As a community-owned and locally operated electric system, AMP maintains a diverse energy portfolio including geothermal, biomass, wind, and hydroelectric sources, while keeping customer rates approximately 48% lower than neighboring investor-owned utilities.

Unlike private utilities, AMP operates without profit motivation, channeling revenue from electric sales directly into system operations, customer-facing programs, and community development, including annual transfers of $4.5 million to Alameda's general fund for essential services. The utility demonstrates its commitment to sustainability through early adoption of green technologies, including investing in a $700,000 electric bucket truck as part of its fleet electrification initiatives.

The Compliance Challenge

Managing complex regulatory requirements can easily become overwhelming for a lean operation with approximately 85-90 total employees, including an engineering and operations team of 42 people led by Assistant General Manager Andre Basler. Public power utilities must maintain compliance with multiple regulatory bodies, in AMP's case, the  North American Electric Reliability Corporation (NERC) and the Western Electricity Coordinating Council (WECC). Each has its own reporting schedules and requirements.

WECC's Compliance Monitoring and Enforcement Program (CMEP) ensures compliance with standards set by FERC and other approved authorities.  Utilities must participate in reliability assessments, coordinate operations, and address market interface issues. Additionally, they must comply with critical infrastructure protection standards, including stringent access controls, background checks for personnel, and documentation of substation entry.

NERC compliance requirements are significant, both current and historical data reporting is mandatory. AMP must adhere to critical infrastructure protection standards, addressing areas such as cybersecurity, physical security, and personnel training. There are roughly 30 standards, each containing a handful of requirements which involves coordination with other larger entities. While compliance can be tedious it’s vital for reliability and planning to maintain a reliable bulk power system. 

Both NERC and WECC can conduct audits to enforce these standards and maintain grid reliability at any time. AMP has completed self certifications and data requests, but due to its low risk evaluation, and successful correspondence to content it has not had an audit.

Strategic Partnership Model

Rather than building an internal compliance department, AMP opted for a third party, implementing a hybrid approach that combines managed services with software-based solutions. 

“We have bi-weekly calls with [AMP General Manager] Andre and his team to review upcoming deadlines and compliance tasks that are all tracked and managed in the software, to ensure we are on the same page at all times," said Matthew Detmers, the Radian compliance manager. "Andre can go into the platform at any time to get a snapshot of where things are at and receive reminders for action needed.”

The software serves as a centralized hub for all compliance-related activities. The platform integrates automated reminders for compliance deadlines with secure document storage and management capabilities. It provides comprehensive reporting tools while facilitating substation maintenance planning and NERC requirements tracking. The system streamlines operations through documentation approval workflows and maintenance and testing scheduling. Perhaps most importantly, it maintains audit readiness through automated evidence filing, ensuring that compliance documentation is always organized and accessible.

According to Basler, “There are many things Matthew’s team is doing constantly in the background, like contact verification for emergency and cybersecurity plans, relay testing, reviewing infrastructure changes to ensure they don’t fall into NERC Scope, the list goes on and on.”

Additionally, Radians handle all regulatory reporting obligations, including quarterly submissions to NERC and minimum annual reporting to WECC, ensuring timely and accurate compliance across all jurisdictions. “Matthew prepares all the documentation, and I just need to do a quick check to verify and approve. His team then submits NERC and WECC regulatory reports as needed,” said Basler. This streamlined process ensures accuracy while minimizing the time demands on AMP's internal team.
