Virginia Regulators Request That Comments On Dominion’s Estimated $96.7m Rebuild Project Be Filed In March 2021

The commission said that any interested person or entity may file with its clerk by Feb. 12, 2021, a request that the commission convene a hearing on the company’s application.

Persons interested in Virginia Electric and Power’s d/b/a Dominion Energy Virginia proposed Lanexa-Northern Neck 230-kV Line #224 Rebuild and New 230-kV Line #2208 project may file comments on the matter with the Virginia State Corporation Commission by March 12, 2021, the commission said on Dec. 18.

As noted in the order, Dominion in late October filed with the commission an application for a certificate of public convenience and necessity to:

  • Rebuild, within existing right of way (ROW) or on company owned property, about 38.3 miles of the existing 41.3-mile, 230-kV Lanexa-Northern Neck Line #224
  • Install about 40.5 miles of new 230-kV Lanexa-Northern Neck Line #2208, collocated on double-circuit structures with Line #224
  • Perform expansion and installation work at the company’s existing Lanexa and Northern Neck substations and minor work at the existing Dunnsville substation
  • Perform minor transmission-related work on Lines #2016, #2076, #2113, and #2129

According to Dominion, the rebuild project is necessary to replace aging infrastructure at the end of its service life in accordance with the company’s mandatory electric transmission planning criteria, as well as resolve potential violations of NERC Reliability Standards, thereby enabling the company to maintain the overall long-term reliability of its transmission system.

The commission added that the company’s desired in-service date is Dec. 31, 2023. The company represents that the project’s estimated conceptual cost (in 2020 dollars) is about $96.7m, which includes about $87.1m for transmission-related work and $9.6m for substation-related work.

The commission also said that any interested person or entity may file with its clerk by Feb. 12, 2021, a request that the commission convene a hearing on the company’s application. The commission also said that its staff is to file a report on the application by April 2, 2021, and that the company may file any response to staff’s report by April 16, 2021.
