Declining power sales will cause power rates to rise which in turn will encourage more to go off grid. What happens to the vital power grid highway then?

If utilities inevitably raise rates to bring in needed revenues as the volume of power sales decline, what will happen to the grid - policy makers increasingly worry.

The grid is threatened.

Electricity prices soared 39 percent since 2004, federal stats show.

One result: utilities in 20 states want to decouple their rates from actual sales of electricity, reports The Wall Street Journal.
