Q: Buzz words abound in the power industry.  Major storm events over the last several years lead to one of the most frequently quoted goals ( and buzz words) in today’s utility industry: RESILIENCY.    However, the industry does not appear to have a consistent, quantifiable definition for the term.  Is it simply a new word for reliability or something different?  Can you offer a measurable definition?
