The commentary “Barbarians at the Gate” points out how utility financing is changing. Our industry desperately needs a transfusion of capital to rebuild its infrastructure. Conventional financing options are generally not adequate and new investors are needed. But the concern of many is that utilities have traditionally been very conscious of their social compact to provide high quality service at the lowest cost and those goals don’t fit well with an industry whose sole motive is financial return.
