Carmen Best is director of policy and emerging markets at Recurve. She previously was head of EM&V for the California Public Utilities Commission. She has a master’s degree in resource management and energy policy from the University of Wisconsin-Madison and a bachelor’s degree in geology from the University of North Dakota.
