Julian Stafford is technical director at the European Utilities Telecommunications Council. He has over 30 years of experience working in electric and water utilities and telecommunications organizations. He has worked extensively on rural broadband deployments, mission critical solutions, and new technology introduction in several fields including microwave systems, development of the Wimax standard, LMDS implementation, and optical multiplexing.
