President Biden’s goal of having 30 gigawatts of offshore wind power operating by 2030 (“30 by 30”) was a moonshot project when it was announced in early 2021. But the U.S. is a late entrant to the offshore wind power market, and the challenges have been formidable. Developers have had to drop projects and renegotiate the terms of their power purchase agreements for others. HVDC transmission development has proven to be particularly nettlesome.
