As originally planned, the use of DSM overlooked human factors, namely customer reaction. To gain maximum customer cooperation, SCECO-WEST promoted the project through a three-month door-to-door CAD distribution campaign. The CADs and alarm operational information were distributed to selected customers in the feeding zones of 110-kV substations in the north of Jeddah.

The consumption data for the 15,000 customers for CAD distribution was developed on specific format records using data imported to the LMS computer from SCECO-WEST's information technology (IT) department. Customer selection was based on average consumption during the previous six-month summer. The LMS manager at the load dispatch center (LDC) control room can address, program and control each individual CAD and affect transfers to different groups. All CADs were programmed before distribution to the customers.
